Photos take too much space (iCloud Photo Library)

My wife and I have about 100 GB of photos uploaded to iCloud. It's great for syncing photos between our Macs, AppleTV, etc. It's a nightmare for our phones. We both have iPhone 5s with 16 GB of storage...which means about 12.5 GB of actual storage. Our problem is that iCloud Photo Library with Optimize Storage still takes up 5.0 GB on both of our phones.


1. Is there anyway to place a cap on the number of thumbnails it saves?

2. Is there anyway to place a cap on the total GB usage of the app?

3. Is there anyway for it to automatically upload the photos I take on my phone, but not give me access on my phone to the entire library so as to save space?
