My macbook notes wont sync with icloud

I can access my Notes on an iPhone6 and on the web at icloud.com.

They all sync correctly so a new note created on either will appear on the other.

I also have a MacBook running Yosemite and is used to sync but not anymore!

It neither receives copies of notes created in the web or the phone nor do new notes created on the mac appear anywhere else.

I have tried turning off notes in icloud account within system preferences and as expected all the notes disappear after an app restart.

When I turn it back on all the notes reappear INCLUDING new notes created locally on the mac.

Where are they stored? Are they causing the problem?

Still there is no sync in any direction between the mac and the cloud.

I think something needs reset. I have tried removing the notes sync and then doing a reboot but the same is true.

I am at a loss.
