No. Don't click. It's a pop up scam ad (and if you were on a PC you'd likely be risking catching a virus)
Force quite out of Safari. Double tap the home button, swipe the preview up and off the screen to close the app. Tap on the home page preview to exit the mode.
Go into your settings, safari and throw away your history.
just to clear the cobwebs, force your iPad to restart. Hold down the sleep and home keys for about 20 seconds. When you see the silver apple, let go and let it restart.
Then open safari again and the pop up should be gone.
