You should NOT have two Photos libraries - and if you do one must be a different name
Are you sure that you do not have a Photo library and an iPhoto library? If so they show roughly the same size that is not really the case as they use hard links to share the original photos and the previous - Photos saves disk space by sharing images with your iPhoto or Aperture libraries - Apple Support - you can safely delete the iPhoto library is you want but it is not a good idea since it does not save much space and if you want or need iPhoto in the future is it a problem
