When I try to move things in foreground, they don't budge

I have a new ipad mini-running 8.4.1. I am having trouble when there are things/tasks that come up in the foreground. My biggest pet preve is Facebook. I can't crop it well or move it. It says"drag to reposition" but when I move it, the entire box moves, and it cuts half my head off.

There are other examples, but I will just leave a pic here to show you. How do I fix this?

I'Ve done no trouble shooting because I have absolutely no idea what to do. Help!
