I restored my iPad but the lock is still on and slider does not work

I restored my iPad to factory settings and I can view all the details about the iPad on iTunes but the iPad shows a lock at the top of the screen and the slider will not work to set up the iPad. The on off slider works fine and the iPad displays the proper time and date. What am I missing here?
