If no additional characters are available for the key you're holding, the pop-over menu doesn't appear. The menu also isn't displayed when the Key Repeat slider is set to Off in the Keyboard pane of System Preferences.

Thanks for the response, Grant. Yes, you are correct but I think the latest update 10.10.5 has modified that. For example, the letter "e" has several accented option, but now it doesn't offer any. I have the "key repeat" slider off and still no accented letter option.

key-repeat OFF = accented feature disabled
If you are still having this problem, make sure that you have activated some keyboard other than US in system prefs/keyboard/input sources, like Spanish or French. Also make sure you did not add Webroot to your system.
