You need an Apple ID, a device with the most recent version of iOS 8 or OS X Yosemite, and enough storage in iCloud to save your photos.

That's extremely lame. How does one download one's entire iCloud photo library to a Windows PC? (other than one at a time of course! I have dozens of GBs of photos)
