How can I backup everything from iCloud Photo Library on Windows?

I want to clean-up the photos that are stored with iCloud Photo Library.

I cannot find any way to download and backup my photos easily so that I can delete them from my cloud storage and iphone storage

I have 20 GB of photos and my iPhone doesn't have room.

iPhone 6 Plus, iOS 8.4.1

You can download pictures from your iCloud Photo Library directly to your Windows computer by using your web browser to sign in to www.cloud.com/#photos. See this article for reference - Archive or make copies of your iCloud data.
