How do I turn on predictive text on iPhone 4? Specifically, the kind of predictive text that offers three word choices above the keyboard.

You can turn the suggestions on/off by going to Settings > General > Keyboards and turning Predictive to on. If already on, try turning off and then back on.
Another method is to tap and hold on the keyboard switch key (e.g., emoji key).
If there is a thin gray bar with a white dash in the middle of it immediately above the keyboard, you can reopen the suggestions by sliding up with one finger on the white dash. May take a couple of tries to get it to reopen.
When I go to Settings > General > Keyboards I do not have a "Predictive" option, only "Auto-Correction" (which is not the same as Predictive and doesn't offer the 3 word choices above the keyboard). Also, when I tap and hold the keyboard switch, I am only offered two choices - English or Emoj. There is no thin gray bar with a white dash. Any help you can offer would be greatly appreciated!
Sorry -- I didn't notice the bottom of your original post said that you were using iOS 7.1.2
Predictive text was introduced in iOS 8. The Auto-Correction option that you see in the Keyboards settings is the only option if my memory is correct.

No -- 7.1.2 is the last version possible with the iPhone 4.
