Could possibly the KeySwapper shareware program at http://archive.info-mac.org/_Configuration/ (I have not tested it) be useful for something like this?

Mar 21, 2016 1:32 PM in response to lazarusnineby cklayman,I realize this is dated but Y-mouse keyboard and mouse PS/2 to USB adapter by Pi-Engineering allows swapping the command and option keys in Mac OS 9 (and perhaps 8.6 as well). Has a few other useful settings such as disable computer wake up when the mouse is moved.

Mar 22, 2016 7:05 PM in response to lazarusnineby a brody,Startly's QuicKeys copies of the Mac OS 9 version I believe had that capability as well. Getting a copy of that is going to be hard. Back then I think it was owned by CESoft.
