Why can't I choose what picture folders to sync freely?

I find this stupid beyond belief and I thought Microsoft are boneheads when it comes to features and quality of life for user experience regarding Windows OS.

The fact you can't simply add in picture folders to sync but instead have to be restricted to one folder and its sub-folders is baffling. I have to either forsake organizing my folders in Windows or forsake storage by making duplicates in order for syncing to happen.

Please tell me there is a solution to this. I wanna be able to copy from C:\Users\Name\Pictures and D:\Random File at the same time without having to make a duplicate of "Random File" in C:\Users\Name\Pictures
