What is a quarantine folder?

I double-clicked on my Macintosh HD icon, and found a folder labeled "Quarantine" with a date about a week ago. When I double-clicked on that folder, I got the message: "The folder “Quarantine” can’t be opened because you don’t have permission to see its contents." What kind of a folder has been created on my hard drive that I don't have permission to see?
