IPAD 2 Icloud problems

I cant sign in or out of Icloud, The terms and condition doesnt come up to accept the new terms. I cant reset the device and start again.

This Icloud thing as much as I like find my device function or backup things at this point is not very helpful and I have owned a variety of apple devices.

Completely frustrated at this point the device is useless.
