Cant sign out of IPad ICloud and cannot reset IPad until I can sign out of IPad Icloud. Cant accept new terms and condition as it comes up and says I icloud error.

Are you trying to Restore your iPad? If so you do not need to sign out of iCloud, you need to turn Find My iPad OFF. What happens when you go to Settings > iCloud > and click on Find My iPad? Can you get to the next screen where you can turn it OFF? I will ask your Apple ID Password.
Again is that what you are trying to do? If you are not successful post back and state specifically what errors you are getting...
