Hi,
just few days back i have a problem with my ipad 3, it boot looping,
- been trying to reset networking and erase everything still presist.
- connecting to itunes but couldnotas the device looping in every 1 or 2 minutes.
- then I wipe the unit and it can not activating .
hope you understand my problem here and what is solution.

You need to put it in recovery mode and restore to factory settings as described in this support article:

Hi
Turn ipad OFF
Connect lead to USB on your PC
Press & hold power button on iPad DONT let go
Connect lead to iPad keep power button pressed down
Until PC sees ipad wait for Restore .
You may need to do this a few times before it works.
