Sep 4, 2015 11:07 PM in response to @sg476by UGADog,Payment methods you can use in the iTunes Store, Mac App Store, App Store, and iBooks Store - Apple Support explains it in detail, but the short answer is you do need a payment method to use iTunes and Apps stores - at least an iTunes gift card credit. Without this payment method you cannot download even free items.

You can, in most cases, download free apps from the App Store without having a payment method on file. You may need to add one initially and some exceptions also apply - see below.
If you already have an Apple ID: When you sign in to the App Store, iTunes Store or iBooks Store for the first time, you will be asked to enter a payment method. After adding one and signing in, you can then remove that payment method and still be able to download free content. Full instructions here:

If you don't yet have an Apple ID: You can create your Apple ID and a store account at the same time without adding a payment method. You can then download free content. Instructions here:
Circumstances where you might not be able to select None as your payment method include:
- If you have an unpaid balance or payment due (but you can remove the payment method again after paying your balance).
- If you're using the iTunes Store or App Store for the first time (unless other exceptions also apply, you can remove the payment method after signing in, as mentioned above).
- If you changed your country or region (you will first need to register a payment method associated with that country, but can then remove it).
- If you're part of Family Sharing (only the family organiser can change the payment method).
