I am interested in buying the Refurbished iPad Air2 (released Oct 2014) . My understanding is that these are unlocked for cellular chips internationally, but in the small print it says "Includes Apple Sim - US only". Is this just the Sim card it comes with and other European cards will work (I bought one earlier this year and that was the case, but it didn't have this small print attached to it). Or is it locked for US use only?

The iPad Air comes with an Apple SIM which may be dedicated to a carrier's network, but you can use a standard carrier nano-SIM to change networks. See this article for reference - About Apple SIM on iPad Air 2 and iPad mini 3.
