iCloud.com and restore files problem

Hello! Please help me. In iCloud.com in settings choose to restore a file size of 1.5 GB, the file is displayed. But when I sync with iCloud Drive on my Mac constantly freezes when downloading and from iCloud.com also can not download, is interrupted, downloaded only 250MB. That can be where to turn?
