Apple IDs cannot be deleted, but if you have content on the device that was put there from a backup of another device, that is why you are seeing the prompt. Content is locked to the Apple ID used to purchase/download the content and that cannot be changed. If you do not want to use that any longer, then you need to delete the app and download it again with the new Apple ID.
