If you use a computer and log in to https://www.icloud.com/ and go to Photos there, do you see your photos?
How do you think you got the photos to the cloud in the first place?
Your post says "back onto my iPad" which I interpret to mean that they were on your iPad at one time and are not now. If so, did you delete them or why are they no longer there?

I put photos on my ipad then deleted them to free up some storage
I thought there would be a backup stored in the cloud that I could access. When I go to the cloud all I see is a mirror of current photos stored on my ipad
How can I find a photo that I deleted on my ipad in the cloud?

I followed the helpful steps but all I see in the photo library in the cloud is exactly what is on my ipad
I deleted photos from my ipad some time ago to create storage - I thought the cloud would keep a copy of every photo I ever took
Do you know how to get a photo out of the cloud that was deleted from ipad?
