It sounds like your iPod Touch is not turning on and iTunes is saying that something is not authorized. For your iPod Touch, I would use the following article:
If your iPhone, iPad, or iPod touch doesn't respond or doesn't turn on
And for iTunes and the authorization prompt I would use the following article to authorize your computer with you Apple ID:
Authorize your computer in iTunesIf this is not the authorization issue you are talking about, can you be more specific about what the message is saying?
