No, and I like that this is not a feature because lots of free apps have internal in app purchases and you should know your child is downloading these. These in app purchases can happen without your approval so beware apps with these in app purchases. Also, the free app may not be appropriate for a child if the ratings restrictions are not set up.

You're welcome for the reply. Apple will not likely see your request for the choice here. You can leave iTunes Store Feedback here. If enough people ask for it, Apple may consider adding the feature in the future. I agree all the requests for approval from my three kids gets annoying at times.
