If the card the card has a Visa or Mastercard symbol and a 3 digit security code it should work. This article shows debit card as an acceptable method under Family sharing. Read the fine print carefully above the box where you are being asked to supply your password. I believe you will see you are being asked for your Apple ID password, and not anything to do with a credit or debit card. That card has been independently associated with your iTunes account (at Settings > iTunes & App Stores).
UPDATE - OK, there is a way to set up your credit/debit card associated with iTunes in the iTunes app, but it certainly does not sound like that's what you are doing. Instead, it sounds as if you're trying to purchase something and being asked for a password at that time.
