Please try this first and see if it works. If not, post back with as much detail as possible as there several other steps than can be taken.
Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. Ignore the "Slide to power off" text if it comes up. You will not lose anything.
This could also be a carrier issue. Please read this article and perhaps call your carrier for a solution:

1. Entering the password in the popup window will not help. Go to Settings > iCloud > Tap on the email address and re-enter the password. If that does not take care of it try #2.
2. Follow the same steps outlined above. However, instead of tapping on your email address, from the iCloud page scroll down. Then tap on “Sign Out” and sign back in using your iCloud address and password.
