Q: Remove unlock delay for tap-and-drag

I am completely new to Macs.

I have a Mac OS X 10.6.8

I like to (one-finger-)tap and drag windows to move them around. Unfortunately, my Mac assumes I have the agility of an 80 years old and even when I stopped dragging (that is, removed my finger from the trackpad) it keeps dragging once I try moving the mouse again, unless I wait for one second.

Note that one second isn't much of a time, but when you need to wait that second all the time and have a lot of windows, it is a mayor annoyance to me.

Note also that the behavior described is different from the "Lock drag"option, which I have deactivated (and which requires an additional mouseclick to unlock the dragging). What I want is that not only I do not have to press anything to unlock the drag, but that the dragging immediately stops once my finger leaves the trackpad.
