Why i cant change the region and country? It say i have to fill in the payment information then only can change the region and country.

iPhone 6, iOS 8.4.1

The keywords in your post are "payment information" - leading me to conclude that you are in a Store. The Stores want to compare where your payment method is physically located to the choice you make thereafter. You must reside (and pay from) the country's Store location for legal jurisdiction reasons. For example, I live in the US and could not make a purchase in the UK Stores.
