Q: Iphone Safari is locked onto a screen which ask for money to release it.  How do I clear this?

My iPhone 5 Safari is locked onto a screen stating I need to pay money to release it or I will be subject to civil copyright laws and other nasty items.  I have heard about people experiencing this problem on PCs but never on an Apple product.  Has anyone experienced this?  How do you clear this? Thank you
