    Yes, he can.  All you have to do is invite him using his Apple ID.  Set up Family Sharing - Apple Support

     

    Edit.  I reread this and if cellular family plan means a payment plan for cell service only, then yes you can add him to an Apple Family Sharing Family.  But he can only be the member of one "Apple Family" so he would have to choose yours or his Mom's Apple Family Sharing if you each have Family Sharing set up.
