iphone 6 Camera Flash - Default ON
Is there a way to make FLASH ON the default when accessing the camera?

It sounds like you are looking to change the flash setting in the camera app to always default to be ON rather than AUTO or OFF. I tested this out on my phone and was able to keep it set to ON even after I quit the Camera app, and restarted the phone by just changing the setting manually by tapping the flash setting in the upper left corner of the app when it is open and tapping ON:

If that setting does not save when you have changed it, then I would quit the Settings and the Music apps on the phone:
1. Press the Home button two times quickly. You'll see small previews of your recently used apps.
2. Swipe left to find the app you want to close.
3. Swipe up on the app's preview to close it.
When you have done that restart the device and test the issue again:
iOS: Turning off and on (restarting) and resetting
