Q: iCloud Not Backing Up Photos

I am using a fully updated iPhone 4S with iOS 8.4

 

I am on a vacation across the country and I need to take 1,006 photos off my iPhone so that I can continue to take photos For the rest of my trip.  Please don't make unhelpful comments about why I would have so many photos to take.  I am doing genealogical research and I need to take photos because it is the fastest method.  Therefore, I would like to use iCloud to back up my photos so that I can delete them off my iPhone and use the 3.5GB of space I have of storage (before this trip) to take more photos before I return home.  I am backpacking and don't have a lot of access to computers, etc.

 

The trouble is that after two days of WiFi and fully charged battery, only 276 of my 1,006 photos are backed up to the iCloud.  The number has climbed from 175 to 276 backed up photos over the course of today, but that is ridiculous.  The internet speed is sufficient.  My free 5GB of iCloud storage has almost 1GB of room left.  Why does Apple promote the crap out of iCloud only to have it be useless in moments when it is really needed?
