Q: iCloud is rebuilding photo library - why?

So I subscribed to iCloud Photo library finally - my photo library is about 16,000 photos and videos.  They were all uploaded over a day or so to build the iCloud Photo Library from my Mac.

Next, I want to add photos from another Mac Photos library system into the same iCloud library.  I opened Photos again and pointed to the other library (on another networked Mac system).  This time, the iCloud library would not accept the upload as it claimed the second library was not formatted properly.  Strange - as it worked fine in the other system with Photos there.  So I went back to the first system and opened Photos again with the first library.  Now the iCloud library wants to upload the first library all over again.  Why?  It already has those photos.

Not only that, but now when I open the second Photos library with Photos on the second system, Photos says the second library is corrupted and cannot be loaded.

Any ideas on how I can clear this up?

This time, the iCloud library would not accept the upload as it claimed the second library was not formatted properly.

I suspect the error message was related to the file system of the disk where your Photos library is stored.  You can only enable iCloud Photo Library for a Photos library that is on a drive formatted "MacOS Extended (Journaled)".  Where is your second library stored, that you are using on the other Mac? Check the file system of the drive in Disk Utility.  Is it perhaps on a disk you are also using with Windows?

So I went back to the first system and opened Photos again with the first library.  Now the iCloud library wants to upload the first library all over again.  Why?  It already has those photos.

Photos will claim to be uploading again to iCloud, if you switch between Photos libraries or repair a Photos libraries.  In that case it needs to compare the items in your library with to items in icloud to check for duplicates and upload new items.

Thanks, Leonie, for your reply.  I checked the volume of the second library and it is definitely formatted as Mac OS Extended (Journaled).  It is the Macintosh HD of the second machine anyway and would have been formatted as that.  This a real head scratcher as it doesn't explain why the second library is now no longer accessible by the second Photos app on the same machine.

It seems as though when I selected the second library from the first Photos app as the new System Photo Library, something got tagged in the second library that now prevents it from being accessed by the second Photos app.  I reset the System Photo Library in the first machine back to the first library, but this didn't help.  Hmmmm.

I opened Photos again and pointed to the other library (on another networked Mac system).

Did you open the library on the second Mac over the network?

It would have been safer to open it in Photos on the other Mac.

Apple des not say anywhere, if network access to Photos Libraries is supported or not, but overtime I tried to open a Photos library from different Macs across a network the libraries were rendered unreadable and needed repairing. Use locally mounted volumes for your Photos libraries, until we have a definitive answer from Apple if network access is supported or not.

This a real head scratcher as it doesn't explain why the second library is now no longer accessible by the second Photos app on the same machine.

The network access will have changed the ownership and permissions of the library.

Try to repair your Photos libraries using the local Photos apps. Repairing the libraries will cause Photos to upload the photos again however.

    Repair your library

If you experience problems with photos in a library, Photos can try to repair it. If problems persist, you can also restore your library from a Time Machine backup.

Important: You should back up your photo library before repairing your library.

    • If Photos is open, choose Photos > Quit Photos.
    • Press Option-Command and double-click the Photos icon in the Applications folder (or click the Photos icon in the Dock). The Repair Library window opens.
    • Click Repair to rebuild your photo library.

Thanks again.  It looks like the permissions issue was the problem with the second library not being accessible by the second (local) Photos.  I repaired permissions on that volume and it is now accessible without having to repair the library.  Thanks for that.

I also wondered if the original problem of the second library not syncing with the iCloud library was because the second library was networked.  I'm assuming that to be the case.  However, I also tried to sync the second library to the first iCloud library via its local Photos, but iCloud rejected it.  Should it be possible to do that or does the iCloud library expect to connect only with a specific Photos app copy?

I still also have the issue of iCloud requiring the entire first library to be uploaded repeatedly - even without any changes being made to the library. This time, the upload completed, but the "iCloud Photo Library" checkbox in Photo Preferences cleared itself and when I clicked it again - guess what - it started a full upload yet again (still in progress).

Sorry to post these multiple issues but thanks again for your advice.

Whenever the "iCloud Photo Library" checkbox gets unchecked and you enable it again, Photos will have to check all photos in the library if the are already in icloud or need uploading.

However, I also tried to sync the second library to the first iCloud library via its local Photos, but iCloud rejected it.

It is a question of permissions and ownership of the items in the library. If you want to share a library between two user accounts on different Macs, the library needs to be on a drive with the "Ignore Ownership on this volume" flag enabled. You cannot do that for a system drive. See:  https://support.apple.com/en-us/HT201517

I can understand that but I'm still wondering why iCloud should still need to upload every one of my 16,000 photos again when nothing was changed in any of them.  It still has another 11,000 to go (5 hours later).  And not only that, but iCloud thinks it needs another 165GB to store them and flipped me above the 200GB level to the 500GB level.  That can't be right.

Have you checked the Console window?  After repairing the library or switching to another library as iCloud Library, I can tell from the Console messages, that Photos is just comparing the photos in iCloud with my library.  The messages in Photos are "Uploading  xxx items", but the Console is just showing messages about comparing the originals with iCloud versions. But even this comparing is terribly slow.  For my current library with 40000 photos it will take usually two days to complete.

Here are a couple of console snapshots.  I seem to remember that 1:40 AM was around the time that the uploading started again.  I highlighted messages that seem important.  Messages have been anonymized
