I think that it is activated because I am able to text other people through Imessage. it is only with the one person that it does not work? no I am not using cellular for iMessage. Not I was only using iMessage when I am in my home otherwise when I am out I only have call and text I do not use my data. Yes I have tried removing it. No the other person can't send me an Imessage either. They were recently able to use iMessage using an email but not with theit number like they used too?

Well, it is nice that you have turned it on and off, but when you turn it on, you don't indicate if it activates. When you comment that you are in a Wi-Fi connection, are you not using cellular for iMessage? Are you going in and out of signal, and/or turning iMessage on and off to use it?

Have you tried removing the conversation from your Message app, and trying to send another message? If the other person sends you an iMessage, can you respond as an iMessage or does it go as an SMS? Can the other person send you an iMessage?

If you only use iMessage when at home because of data concerns, and you use SMS all other times, why even bother using iMessage. I'm confused by that, but then the whole premise behind iMessage was to provide an alternative to SMS. It seems it was more for users in the US that did not have good texting plans by had data plans. That has changed of late and now most users in the US have unlimited texting, but reduce their data plans, so they seem to want to use SMS more. The only advantage to iMessage then is for international usage. I would decide if iMessage even has an advantage and if not, don't bother activating it.

It could be on her end, yes, since it seems to only be for the two of you. Again, is this person doing the same thing you are as far as using iMessage, in other words, being connected sometimes and sometimes not? You both probably need to delete your conversations with each other, and then do a reset on your devices and then start over again. Have the other person make sure their iMessage is showing it is activated too.
