I understand that you are not able to share internet connection from your iPad’s to your other devices because they are not even seeing each other as discoverable. You mention having an iPad Air and an iPad mini Wi-Fi + Cellular. According to the information in the attached article, your iPad Air is not capable of sharing a Personal Hotspot.

If you continue to have an issue sharing a Personal Hotspot from your iPad mini Wi-Fi + Cellular, I would suggest reading over and working through the Bluetooth troubleshooting section in the attached article below.

Thank you very much.
I read your recommended articles and fully understand. However, the problem is never solved.
Now, I try to elaborate the case in details. Just on hand, I have a MacBook Pro of 2012, a iPad mini 2 (with a vodfone 4G prepaid mobile broadband SIM) and a iPhone 5. Before test, all bluetooth connection between them have been forgotten. Turn on the hotspot in iPad mini (in the setting page) and then turn off the wifi button in this iPad mini. Only the Bluetooth is on. Turn on the bluetooth the MacBook Pro and I can find the iPad mini immediately ( at most 5 seconds). Click to connect and a connection icon is shown in the top bar of my MacBook Pro. My MacBook Pro can now browse the Internet. It works fine. This connection show that my settings are correct.
WIth the same procedure to my iPhone 5, this iPhone 5 and the iPad mini cannot find each other (Both iPhone 5 and IPad mini with Bluetooth on in discoverable mode).
Doing a further test, take out the data SIM card from iPad mini and insert in my iPhone 5. The Bluetooth tethering from iPhone 5 works well to MacBook Pro and iPad mini, both which could access internet. Bear in mind that the Bluetooth connection between iPhone 5 and iPad mini are memorised. Switch the data card from iphone 5 back to iPad mini. Turn on the hotspot of my iPad mini (in Bluetooth mode only) and turn on the Bluetooth in my iPhone 5. I can see the iPad mini in my iPhone 5 (as recorded before). Try to connect but always responds connection failed.
There is a hearsay that Bluetooth tethering works to ipad from iPhone but not vice versa. I would like to know whether it is really true. Will Apple fix it?
