While on Safari a warning page appeared indicating pop ups were enabled and i should call 1 877 738 3401 to have the computer scanned . Is this legitimate

It is spam.
Whatever you do, don't call that number.
Do not call that number it's a scam.
Force quit Safari using the Command + Option + Esc keyboard shortcut.
Then relaunch Safari while holding down the Shift key/. That should take care of the pop up.
