After upgrading to Windows 10, my iCloud control panel is not downloading my photo stream and my shared photo albums to my computer. If I sign out and back in to iCloud control panel, it will bring the photo stream current, but won't download subsequent pictures. Also, my shared photo stream folders are created, but no pictures are downloaded to them.

I have the same issue. Upon investigating i found the current version of iCloud does not support Win 10. Bit frustrating Apple hasn't updated iCloud.
But you can check this link and hopefully one day soon Win 10 will be supported.
I Got it to work for now by logging out of iCloud, deleting the folders then logging back in to iCloud
