What any individual app will be able to do after watchOS2 will depend on the developer (you could contact them to ask).
However, the following confirms that, subject to their developers employing them, third-party apps will be able to access the heart rate sensor and other hardware features:
"Apps can now take advantage of features like the Taptic Engine, Digital Crown, accelerometer, heart rate sensor, speaker, and microphone. For example .. Strava uses the heart rate sensor to gather and display data during workouts."

I understand that but I want to know if the heart rate will stream via bluetooth and be able to be received by other apps like any 3rd party HR monitor chest strap.. Currently it can't.

This is a user-based technical support community. Until watchOS 2 is released, no-one here can tell you what features will be available (beyond the information disclosed in the preview and unless Apple releases further information in the interim). Also, the Terms of Use do not allow speculation here.
