I need a offline gps app for my ipad 2 with iOS 8.4.1 that will work without wifi conection? So i can make routes in places where i dont have internet.

WiFi only ipads do not have a GPS chip.
Cellular ipads have a GPS chip.
Search the app store or look at the features of apple maps and Google maps.
Both apple maps and google maps require a cellular connections to give driving directions. Wifi would not provide precise positioning information for driving. You need gps data. Only a cellular ipad includes gps hardware.
You can buy an external gps device. Look in the app store for apps that include the mapping data in the app.
The cheaper solution would be to buy a gps device.
