I am in the USA, need an app from the Mexican app store, I have a mexican credit card, how can i do it?

Sorry, but you are incorrect.

You may have apps in your iTunes library from the French store, but you are required to have your credit card and address in country of the store you are attempting to purchase from:

If you have any money or an American card attached, spend or remove. Then go to app store, tap Apple ID, view Apple ID, enter password, the tap Country/Region and select your desired county or region.

Your credit card and your mailing address on your Apple ID must be in the country of the store you are using. You would have to change all of your billing information on your Apple ID in order to be able to do that.

You can't. Unless you have a mailing address and a bankcard issued in the country of the store, you cannot log into that store or make purchases from it.
