To set up an Apple ID, follow the instructions here: Set up your Apple ID for iCloud and iTunes - Apple Support

To set up Apple Pay:

- on iPhone or iPad: Set up and use Apple Pay on your iPhone or iPad - Apple Support

- on Apple Watch: Set up and use Apple Pay with Apple Watch - Apple Support
