in the Photos preferences make sure that the UK is selected as the print products country - if that does not resolve go to your Apple Store account *store.apple.com) an re-enter all of your information (not just verify but re-enter) and be sure that your payment information, billing address and the print products country and all the same

I have found the same problem when trying to buy a book using Photo, it keeps asking for the country code although my Mac Contacts file is complete - this is far too difficult, used to be so easy !!

I finally found the answer. I had put in UK as the country code - but it needs United Kingdom.

Apple guys - this is not clever, can't the process be made simpler? Or at least give us users some clues on what could be wrong with the entry. Apple Books has got much less user friendly.
