Pages and Numbers on iPhone Not Syncing with iCloud.com

For some reason my documents in Numbers saved in my iCloud account won't sync on to my iPhone and vise versa. If I create a new document in my iPhone an arrow pointing up would show up and it never disappears. Settings > Numbers > "Use iCloud" is ON, Settings > iCloud > iCloud Drive is ON; Number is ON. Is Apple currently doing maintenance to the iCloud? Any feedback would be appreciated, thanks.
