It sounds like you pre-ordered an album, but now that it's released you need to pay to complete the album.
First, See your purchase history in the iTunes Store to confirm you've been charged the full amount of the album. If so, try these steps from About iTunes Store pre-orders:
Download a pre-ordered item
When a pre-ordered item becomes available, you'll get an email letting you know that you can download your pre-order.
If you turned on the option to automatically download prepurchased content in iTunes, then your pre-ordered content might already be in your library. If not, click the link in the email to start the download.
You can also use the Check for Available Downloads feature in iTunes on your computer (Store > Check for Available Downloads) to download your pre-order.
If you were able to download some songs off the album before its official release date, you may have only been charged for those songs.
Some pre-orders include songs that you can download immediately. When you click the pre-order button, we charge you only for these songs, and they download immediately. We’ll charge you for the rest of the pre-order when it’s released.
Billing issues
If a billing issue prevents us from completing your purchase when the item is released, we'll send you an email to let you know that the item is available.
You can click the link in the email to check your billing information and complete your purchase.
