How do I import an iPhoto library into photos from a time machine back up? Last back up was before an upgrade to Yosemite, due to hard drive failure.

Restore the Library from Time machine and then open it with Photos. You must restore it from the back up first.
Hold down the option (or alt) key key and launch Photo. From the resulting menu select 'Choose Library'

Go to your pictures file in TM and pick "iPhoto library" and import.
Thanks, this all worked but because my version of iPhoto was so old I firstly had to down load an iPhoto upgrade app before photos would recognise it. Done.
