Unable to setup Family Sharing

Trying to setup Family Sharing following the instructions. I can't get past the "add method of payment...".

Continue takes me to iTunes. I already have PayPal selected. I hit Done and nothing happens. I just remain in iTunes.

I go back to Family Sharing in iCloud and I'm at the same spot.

What am I doing wrong?
