Apple TVSelect 'Albums' at the bottom of the Photos app screen and open the “recently deleted” album, tap “select” in the top right corner and tap the photos you wish to recover, tap "recover' in the bottom right corner.

Apple TVIf by old picture you mean one that was deleted over 30 days ago and is no longer in the deleted album, then no you can't do that.
If I understand you correctly, then yes you can access to whole iCloud photo library if iCloud photo library is enabled on that device.

Apple TVHow can it be in the iCloud Photo Library if you deleted it more than 30 days before, photos are deleted permanently 30 days after first being deleted.

As long as library is enabled on the phone - deleting something from either one will automatically be removed from other.

Apple TVThe only way it can be in your iCloud Photo Library and not on your phone is...
i) if iCloud Photo Library isn't enabled on the phone, or
ii) there has been a sync problem.
If the first reason, why. Do you not want iCloud Photo Library enabled for some reason, enabling it will be the simplest way to restore this photo to the phone. Alternatively you could share it by email from iCloud.com and save it to your phone.

I expected that when I enabled iCloud Photo Library on my iPhone AND on my iPad I would have merged the two libraries into one, but this is not happening. Then I'm asking what is the purpose of this product.
The description page says:
"Every photo and video you take lives in iCloud — giving you the freedom to access your library from any device, anytime you want. So you can view a photo from last week or last year no matter where you are.", which is not true because none of the picture taken with the iPad are available on iCloud and none of the picture on iCloud are available on the iPad.
"iCloud Photo Library helps you make the most of the space available on your Apple devices by automatically storing the original high-resolution photos and videos in iCloud and leaving behind the lightweight versions that are perfectly sized for each device", again not true. The iPad is complaining that there is almost no space left on the device (114 MB free), but it does not use iCloud and it does not free any space.
I guess that if I ever add my wife's iPhone or the Mac I would not get their pictures in my iCloud Photo Library neither, am I right?
Not to mention that it is considerably more expensive than concurrency. Carousel by Dropbox works way better in my experience. I may be OK to spend more for a better service, but at present iCloud is far from Dropbox.
