iPhone Stopped Uploading to iCloud Photo Library

My iPhone 6 stopped uploading to the iCloud Photo Library in late July 2015. My phone periodically displays messages explaining that photos haven't been uploaded and that uploads will resume when I'm connected to WiFi. The thing is, I'm almost always connected to WiFi.

I thought that shutting off and turning back on the iCloud Photo Library setting would help. But it didn't. After it tried to shut it off, the following "Turning off" message appeared and, after four hours, it's still there.

Any advice on how to restore iCloud Photo Library functionality on my iPhone would be greatly appreciated.

I finally solved this by...

  1. importing all my photos from my iPhone to Aperture via USB connection
  2. manually deleting all photos from my iPhone (I select the "delete all" feature in Aperture at the end of the import, but like so many Apple features, it didn't work)
  3. logging out of iCloud on my iPhone
  4. logging in to iCould on my iPhone

Now, photos taken on my iPhone upload to iCloud!
