Welcome to the Apple Support Communities!
From your question, it sounds like iTunes is becoming unresponsive when your iPod is connected to your Windows computer. To begin troubleshooting this situation, I would recommend reading over and working through the steps outlined in the attached article below. I understand that the article doesn’t mention your iPod shuffle, but the steps to troubleshoot are still relevant. Please let us know if the issue continues.

Sep 13, 2015 1:27 PM in response to joe_7399by jefffromsanta monica,I'll check out the article. Thanks! FYI, I spent 2.5 hours on the phone with support yesterday. They tried everything they knew of through process of elimination including "resetting" the shuffle, and reinstalling iTunes. Then did a long screen share session. The "mini" shuffle worked for 6 mos. The AppleCare rep advised that I take the shuffle to meet with a Genius at the local Apple store in town. It's on warranty. He's convinced it's neither my machine or iTunes.
