If USB connected it will be under USB. It should show both the chipset in the enclosure and the HD itself.
Is the drive powered by the USB bus? If so the Mac's UBS port might not provide enough power

Did you try all the USB ports?
Try resetting the SMC and NVRAM/PRAM

Boot to Recovery and repair the startup disk

Two things if the drive is USB and has no independent power brick:
1) Try a "Y" USB cable. It attaches to two USB ports on the computer to provide more power. Works if you have spare ports.
1.0 Meter (39") USB 2.0 A to USB 2.0 Mini B 5-Pin Cable - Auxiliary USB "Y" Power Design
2) Get a powered USB hub. It has its own power brick and supplies all the power your drive needs.
