Unless there is something I don't know about, cameras can't use iCloud, so I'm not sure what you mean. Can you please explain this and also tell us whether your Mac and iPad is using iCloud Photo Library, My Photostream, both of them or none of them.

    1. OK, so you have a phone and an iPad using Photos, does your Mac use Photos too (your profile says Snow Leopard).
    2. On the iPad, does it say anything is uploading, downloading or preparing.
    3. Have you tried anything to date, such as restarting the iPad or turning iCloud Photo Library off and on again.
    4. Have you edited any photos anywhere in third party software.

1/ I use an iMac to store photos  my system says OS X Yosemite

2/ It doesn't say its uploading but when a tap the greyed rectangle( showing a cloud) I can see a circled face showing two hands at 3'oclock

3/ I have tried both. In photos there is a last message saying"Last updated 18.09".  but has adate of 29th August alongside the two feint boxes but no photos.I can see them on my Mac.

    4/Have not edited at all.

What happened when you turned off iCloud Photo library, this should have at least started the whole process again, even it didn't get very far.

Winston, sorry for the delay in responding but had to leave the computer...but guess what ? after a fortnight photos are appearing . All of them .Magic, it must have been one of the  options as you suggested. So thank you for all your help  from a very happy man.

    Best regards
